impossible in rough weather, which during the South West monsoon sometimes lasts for
several days.
7. It has already been officially stated by the present gaol Superintendent in Hong Kong
that even in the Event of a new prison
on
Lovers
hold as
high a number as two hundred prisoners
of the classes set forth in the preceding
paragraph. If this be so, it would be wiser,
instead of selling off any portion, to retain the
whole of
for
Victoria gaol, and to use it,
for all
hard-labour prisoners, that is for prisoners under
going the first or actively punitive stages of their
incarceration.
And to make the proposed new
Establishment at Stonecutter's Island purely a
Penitentiary for life convicts and those condemned
to more or
long
terms
of penal servitude.
If this idea were carried out it would avert an
Enormous outlay because the Penitentiary would
not require to be so
large and costly
as
the
General prison Originally proposed and shewn in
