This is a private letter from Sir A. Kennedy to myself, which I have had registered for convenience of reference if necessary.
The Enclosures show that there has been differentiation (criminals from Sydney & Australia) by the Govt. officials; & that there was no sufficient foundation for the Governor's statement on the last page of Enclosure that he had put a stop to the practice which had gone on regularly until he stopped it.
