needs, it should be provided from local resources, seeing that there are no circumstances in the case which would warrant him in recommending Her Majesty's Government to increase the burden borne by the Taxpayers of their Country by the addition of £9,000 a year to the already large sum paid out of Imperial Funds in maintaining the China Mail Service.
Our Fawcett thinks that when Lord Kimberly has before him the whole of the circumstances as set forth above, his Lordship will be disposed to adhere to the decision previously taken in this matter, not to aid the establishment of a Branch Service to Foochow from Imperial Funds.
