That this matter be reminded to J. S. Macdonnell in his despatch No. 22, dated Sept. 29/69 and decided by Lugramüller in despatch No. 31 of Jan 23/70 in which this matter was considered with the reasons.

This is to send a copy of Mr Fawcett's letter and say that Sir Qumberley has expressed his agreement with Mr Fawcett's views in their presentment.

And write to the Post Office saying that in transmitting Sir J. P. Henry's despatch, the Commander of the Celestial Queen has concurred, and that Sir Qumberley has informed the Post Office that he concurs in the P.O. view.

I have laid before the Postmaster General your Letter of the 7th instant, enclosing copy of a Despatch from the Governor of Hong Kong, covering Memorial from Merchants and Bankers at the Port of Foochow in China, asking Mr Fawcett to take steps for establishing a regular weekly postal service between Hong Kong.
