I HAVE the honour to refer your Lordship to my despatch No. 172 of the 16th December, 1880, regarding the new Commercial Treaty which I had been informed the United States' Commissioners had negotiated here. Your Lordship will have received my telegram of the same date upon the same subject, as well as a second telegram of the 24th December, dispatched after the receipt of your Lordship's telegram No. 16 of the 8th ultimo, in which I stated that I had obtained a copy of the Treaty in question.
