respecting extradition between Macao and Hong Kong. In reply to that letter the Marquis of Salisbury consulted the Governor of Macao and Timor, this Department having agreed to the suggestions made by the Marquis wrote to this effect on the 21st of April in this sense, and added that you were about to reply to the said Minister.

Accordingly on the 28th of April, Portaria No. 26, a copy of which is enclosed herewith, was addressed to the Governor of Macao and Timor, settling this matter which had been under discussion for long years.

It is now seen that the British Government have not yet issued the necessary orders to Hong Kong with a view to the carrying into effect of the agreement above referred to.

While testifying to the refusal to deliver up a person indicted for the crime of cheating or fraud (burla) who had taken refuge at Hong Kong, and setting forth the particulars of the negotiation which was settled in April of this year, I beg to request your Excellency to be so good as to take this matter into consideration, and to enable me to furnish the Governor of Macao with the necessary instructions thereupon.

May God preserve Your Excellency / Visconde de S. Januario 1st January
