Propon instructions to this effect were at once sent out to the Govt of Macao, but it appears that corresponding instructions have either not yet been forwarded to, or not been put into force by the Govt of Hong Kong, as a recent application made by the Governor of Macao for the surrender of Nunes, the application was refused on the ground stated in para 125 of the note which I have received.

I have received a despatch from Mr Braamcamp on the subject, together with a translation of the note addressed to His Excellency by the Minister for the Colonies; and I venture to express the hope that the matter may be attended to with the least possible delay, as the Portuguese Govt have on two late occasions shown that they have been called upon to surrender fugitives from Hong Kong, and that they have done so with the greatest alacrity in meeting the request.

I have the honour to transmit herewith the Enclosed translation from H M Govt. I have to request that the Ordinance Powers was not yet law.
