Now directed by His Lordship to request that you the Earl of Kimberley will lay before him the enclosed copy of a despatch from Her Majesty's Minister at-Lisbon, stating that he has been informed by the Portuguese Government that upon the application for the surrender of a certain Lino Minez, the request was refused; that the ordinance conferring the necessary powers was not yet law.

I am to add that Lord Granville would be glad to be informed whether information has since reached the Colonial Office that the law has been amended, and if not when it is likely that the new ordinance will be promulgated.
