L.C. of the Colony before assenting to the establishment of a branch of the Hong Kong & Shanghai Banking Co., &c., must express regret that this document, which appears to be dated the 2nd November 1880, was not forwarded at once, considerable inconvenience having been caused in the Colony's settlements in consequence.
2. I have now received their Lordships' formal assent to the establishment by the Hong Kong & Shanghai Banking Co. of a branch at Singapore, on the condition already accepted.
