I am directed by the Lords Commissioners of Her Majesty's Treasury to acknowledge receipt of Mr Herbert's letter of the 7th Instant, further respecting the establishment of the Hongkong and Shanghai Bank in the Straits Settlement, and I am to inform the Secretary of State that the formal consent of this Board has been already conveyed to the London Branch of the Bank with regard to the immediate legislation which Lord Kimberley thinks necessary to regulate the note issue in the Straits Settlement.
