any city, town or Company at and from any "place, in which they may have established "any bank or branch or establishment, under "or by virtue of these presents, to make issue and circulate notes payable to bearer on demand, and to reissue the same
My Lords would understand this provision to mean that the notes are only to be reissued at the place from which they are first issued; and They would certainly advise that if the Secretary of State adopts their suggested clauses, the right of reissue should be so limited.
For this purpose, it might suffice if the clause which They submitted in their letter of the 19th August ran thus:-
It shall be lawful for the Company to make, issue, and circulate notes or bills payable to bearer on demand in coin legally current, and to reissue the same; provided always that such notes shall bear date at the place of issue, that if reissued they shall bear date at the place from which they were originally issued; and that they shall be made payable to...
