We do not know the exact terms and conditions on which [in what form] Sir Arthur Kennedy gave permission to the Bank to issue $1 notes. See draft to Treasury on 13647

I believe it was simply done by letter as there is no proclamation or warrant.

As to the date all we know is that it appears Mr Courtney has examined that no assentation is required.

The issue has been represented to $226,000 and there are all in circulation. During [they were] legal tender in Hong Kong.

See Bank Ordinance on promissory notes.

The Bank and would not be affected by the proposed amending legislation?

State that we shall hereafter adopt the reasoning/my suggestion of a issue of $1 notes.

Between June + Oct. 72 See memorial in 5555

As to the amount it was limited afterwards to the then circulation $226,070.

See G.G. 3353

The bullion power had better be separated and confined by our names at the Bank without mixing.

We agree that the making/issuing of a state issue may explain the issue by the Bank.

The Bank has been restricted to $226 in circulation the amount actually in circulation.

No special recommendation
