I understand that in 1879 but no copies of such a report have been received in this country, and from enquiries which I have made I have no doubt that none has been issued.

In these circumstances it is impossible to form an opinion as to the recent policy of the Japanese Government in regard to coinage, nor whether the issue of Yens is likely to be greater or less than past year.

I understand that the number of Yen coined in the year 1879-80 was rather more than 3,000,000, but I am unable to say from what source the silver used in this coinage was derived, nor what steps have been taken for replacing with subsidiary silver coin the paper-money now circulating at a greatly depreciated value.

I submit therefore that in the absence of any account of the proceedings of the Osaka Mint since July 1879, and of any assurance on the part of the Japanese Government as to the future, it could be unadvisable to entertain the proposal that further currency should be issued in Yen by making it a legal tender.

I have been given to understand that silver was coined in Hong Kong and Fremantle.
