It might be pointed out to the Harbour Master, that, if the
number of men employed differs in
the different seasons of the year, the
average of the number employed in
the first voyage in each season should
be taken in preference to the number
employed in the first voyage
in the
year. I am to add that the
return asked for is in addition
to the Annual List of shipping, and
not in the place of it.
