of men employed navigating the vessels belonging to the Colony,
classed according to the trade and the size of the vessels; and the
Harbour Master should also be
informed in answer to his questions
1. That the number of men (exclusive of the Captains) engaged
on the first voyage a vessel makes in the year is to be
taken.
2. That in the Column headed "Men" the total number of the
crew (exclusive of the Captain) is to be entered, and in the column headed "Foreigners" the number of
such crew who are not British subjects.
