Tropical City. These figures "50/4 gallons" and "W/ gallons" may be the calculated volume at command, but the volume actually available may not amount to half this allowance, as it is found in practice to be impossible to supply water and prevent some waste.
In my opinion, I have no hesitation in expressing that the volume in the dry season, and indeed in the wet season also, will be considerably under the figure named, and I am further of opinion that the volume at command should be supplemented far beyond the capacity of the Pokfulam Valley and Reservoir, as it is not possible to furnish an adequate supply of water from the Pokfulam source.
Of the alternative schemes that have been submitted to me, none commend themselves to my judgment as does the Tytam project, which was examined and favorably reported on in 1876, and finally approved by the Earl of Carnarvon in the following year.
I would therefore recommend the carrying out of the Tytam project without further delay.
