1.3. If M. Chadwick accepts these terms it is very desirable that he should leave for the colony early in October, as the matter in connexion with which he is being sent out on is very urgent, and he should also call at this office in order with a view to seeing such documents as have been received bearing on the questions of Sanitation in Hong Kong.
He should put himself in communication with Mr Price, the Surveyor General with a view to obtaining any technical information on points of detail which may be thought desirable.
