- yet satisfied that certain conditions "which it is the duty of the Government to see fulfilled as conditions of and precedent to rendition have been satisfactorily complied with.
3. That the Government has been endeavouring to secure such fulfilment of these conditions as is required and has good grounds for believing that it will obtain it in a short time.
4. That the delay in the rendition of the prisoners has not been due to any other cause than those above mentioned.
