On consideration, I think a statement of the causes of delay in this case should be required in the shape of an Affidavit. The enclosed, which I have prepared, would be as convenient as the one which you have already, and will not be open to the objections which I think there are to that, that it makes public differences between the Colonial and the Consular Authorities and states facts which might be regarded as imputations.
