The British Minister to the Sublime mixitoraničunr of the rendition of Chinese Criminals to the Chinese Government by the authorities of Hong Kong was duly read to the Ministers Hung and Chiung. It. E. Hung replied that it was impossible to obtain confession without the employment of torture. The Chinese minister in London had telegraphed
