I enclose for Your Excellency's
information
a report which
a Copy of
has been put
by the visiting
Justices
of
the Hong Kong
Gaol pointing out that
several
fugitives have been
months in the
prison of this Colony.
2. I beg to remind
Your Excellency that on
receipt of the instructions
from Her Majesty's Government
I informed
Consul Hewlett (then at Canton)
of my willingness to surrender the prisoners,
after obtaining
a promise from the Viceroy
as to
their treatment, but that
the Consul
replied that
the Viceroy
kept and
(the Consul)
reiterated this
promise that they
would not be
added that he
awaited
Your Excellency's decision and
instructions.

matter.
