A full report of the State of the case to the Secretary of State for Foreign Affairs and to Her Majesty's Minister at Peking, but that I am still waiting without instructions in reply.

A.2.22 in dealing further with this serious matter. Arrangements were made with the Officer in charge of this consulate so that he can receive definite instructions from Her Majesty's Minister regarding the action he is to take.

This consideration impels me to represent to His Excellency the Governor that it would be a great satisfaction to him if His Excellency would consent to withhold from the Nury a call of such exceptional gravity.
