Fuwai-pin is introduced irrelevant discussions which would involve a departure from the tenor of the Li.

"On receipt of XM's despatch, a despatch alluded to it in the Viceroy's duty to write to His Excellency and to ask him to be good enough to entrust Lieutenant Le Ring Cars with the despatch which he may take to Hongkong to procure the surrender of the criminals and their conveyance to Canton. He would further beg that His Excellency the Governor of Hongkong may be moved to issue instructions to that effect. Yeung Pak-mo-kum and the other 12 criminals be handed over to Lieutenant Li Ping-tai for conveyance to Canton. This will be in accordance with the Treaty, and will give proof of friendly feeling. When the case comes on, the Viceroy will direct the functionaries charged with the conduct of the trial to investigate the matter with impartial minds and not to make use of torture. This promise he will certainly not recant (it will not eat his words)."
