The Governor General of the Kwangtung province having given them to understand that a promise had been made that torture would be used in the trial of the prisoners, they would have been given up to the Consul long since, but that Mr. Hewlett officially informed the H.E. the Hong Kong Government that the Governor General's promise would not be kept and that torture would certainly be used. Furthermore, Mr. Hewlett added that the promises given by this late Governor General Luk Kwan Uik in 1879 (when during my absence in Japan, prisoners were sent to Canton) were not kept, and that torture was undoubtedly applied to the prisoners during their trial.

It occurred to me that it was a matter for the Consul to state frankly to the Governor General that whatever guarantee was given by him was worthless. But Mr. Hewlett has declined to do this. He simply...
