reference to the case
of the 13 Chinese whose extradition
has been applied for by the
Government, in which you
ask me to
favour His Excellency the Governor with
whether in the
face of
my opinion the statements I have made as to the
use of
torture in 1879 and its probable use in
the present case are correct.
