I do not agree with the above.

As regards the 13 criminals ask him to favour me with his opinion whether, in the face of the statements he (the Attorney General) has made as to the use of torture in 1879 and its probable use in this case, he thinks there are grounds on which a prosecution should be sworn out to the

Chinese Government.
