It is further requested that a communication be sent to the Governor of Hong Kong for the immediate rendition of Yong ik-mo-Kum and the other criminals, 15 in all, that they may be all tried together. The petitioner would likewise pray that the Magistrate may require the arrest, without fail and within the prescribed time, of Yong and the others involved in that crime so that it may not go unpunished and remain unredressed.

On the receipt of the above, the Viceroy noted on the petition to the effect that he has repeatedly written pressing that Yong A-tap-by in Perans and the Yong a-te-by are different persons; he would write to the British Consul and request him to move His Excellency the Governor of Hongkong to issue such instructions for the arrest and conveyance back for trial of the criminal referred to as enquiry into the circumstances of the case might show to be necessary. He would further instruct the Magistrate to have Yong Wing-hong arrested within a specified time.
