on the subject of the repatriating of the fourteen Chinese Criminals therein applied for, and to ascertain whether His Excellency, the Viceroy will comply with what I think necessary.
In reply, I have the honor, or state, for the information of His Excellency the Governor, that the confidential instructions on this subject with which I have been honored by Her Majesty's Secretary of State for Foreign Affairs do not permit of my adopting the
course suggested by His Excellency.
