that having now reported that he has waited in Hongkong for a long time while the rendition of the prisoners has been unduly delayed, "it becomes the duty of the Adjutant-General, in representing the matter to His Excellency, to request that Mr Hewlett, the British Consul, may be urged to write to the foreign official at Hongkong with a view to the speedy rendition of the criminals and their conveyance to Canton for trial.
