under the circumstances above detailed, to report the matter to His Excellency, and request him to communicate with the Hongkong Consul, with a view to having Yong Pak-mo-kau and the other criminals conveyed to Canton and thence remitted to the Magistrate for trial, so as to discover whether all the men are criminals in the case

and to decide upon taking such action as the circumstances may seem to require.
