His Excellency, the Viceroy requests that the accused persons may be handed over to Le Ching-tai, a Chinese Officer in command of the Chinese Squadron "quang. On", who is authorised to take charge of them and to convey them to Canton in order that they may be sent thence for trial to the district in which the alleged crime was committed.

In the Police sheet published in the Early Birds issue of the 10 December last will be found what I take to be a report of this case and from this I infer that the accused persons are in the custody of the Police at Hongkong.

I request, therefore, that you will move His Excellency the Governor to give the necessary directions for their extradition under Article ... of the Treaty.

In preferring this application on the part of His Excellency, the Viceroy as I am bound to do, I desire very respectfully to invite the particular attention of His Excellency, the Governor to the concluding paragraph of the Viceroy's dispatch in which a formal promise is given that no torture will be applied, in the investigation and trial of this case.
