2. I have to request that you will now cause W. Wagner to be informed that the Government of Hong Kong, correctly in my opinion, refused his request for leave of absence on half-pay day on his leaving Hong Kong & assuming duty at Perak.
After receiving this refusal, he again referred to his request made before leaving Hong Kong for leave without salary. Under these circumstances, I do not feel able to entertain the petition which he offers, & I request that Wagner may be informed accordingly.
