With reference to that part of No. Wagner's letter in which he asks for decision as to his relative rank in the Auxiliary Force and expresses the thought that he ought not to be placed only on a par with the Chief Inspector," I have to direct that the First Clerk and Accountant is to rank after the officer lawfully discharging the duties of Chief Inspector, and with the First Class Inspectors according to seniority of service.

It is possible that Mr. Wagner's misconception of his true position as compared with the Chief Inspector may have arisen from the assumption of the title of Chief Clerk which he himself in his memorandums of the 7th instant. Acting Assistant Inspector Bray is more accurate in speaking of Mr. Wagner as First Clerk and Accountant in the Police Department. There is in fact but one Chief Clerk in the Hongkong Public Service, the Chief Clerk in the Colonial Secretary's office.
5. In Mr. Wagner's letter of the 1st instant, in which he explains why he feels bound to oppose the claims of "Mr. Scam" (the Captain Superintendent) and "Mr. Creagh" (the Acting Captain Superintendent), he refers to his offer.
