In conclusion, it is only necessary, in order to avoid any misunderstanding, to point out that in my letter to Mr. Wagner, which was passed through your Department, no offer was made to that gentleman of the post of Assistant Commissioner. Mr. Wagner was informed that “it is not considered advisable to place him in the vacancy to which he had referred”, and the offer was that of the salary of that appointment only - his duties and title being left for further consideration.

The point is probably immaterial, but it is well that it should be understood that the particular appointment referred to was not one which it was thought Mr. Wagner could advantageously fill after Mr. Parker in the same port, the failure of ...
