Mr. this balance, as, from Wagner's application, he proposed to resign his position in the Colonial Service with a view to taking up an appointment under a Foreign Government.

3. From correspondence that has passed it appears that Mr. Wagner applied to His Excellency the Governor of Hong Kong for a similar indulgence to that previously granted to Mr. Parker, 2nd Clerk in the Magistracy of Hong Kong, and he was informed that His Excellency had "no objection to his applying for an appointment elsewhere" but "as regards leave of absence the rules of the service must be adhered to"_.

4. On this Mr. Wagner wrote to the Resident of Perak asking for the vacant Assistant Commissionership in the Perak Police Force, and as no one can be appointed in that Malay State without the sanction of the Governor of the Straits Settlements his letter was duly forwarded to this Government.

5. As no direct communication on the subject had reached the Administrator from the Government of Hong Kong, General Anson desired me to write semi-officially to Mr. Wagner forwarding the letter under cover to the Colonial Secretary of Hong Kong, and this course was adopted so that Governor Strauchmay be kept aware of what was taking place, and because, in Dr. Parker's case, Governor Strauchmay had granted him six months leave of absence.
