"I have the honor to acknowledge
the receipt of your dispatches No. 21 of the 30th March and 30 of the 12th April, relative to the appointment of Captain de Teurn to the Office of Assistant Harbour Master. It was with some surprise that I learnt that this arrangement had been made between Sir Arthur Kennedy and Sir A. Clarke, and it is only with reluctance that I am prepared to sanction it. It is
