I regret the delay in forwarding these papers to Your Lordship, which the Acting Colonial Secretary states has been caused by one of the junior clerks in the copying office entrusted with them having inadvertently put them away in the Departmental office and overlooked them. Steps have been taken which will prevent such an accident in future.

I am directed by the Governor to inform you to inform Ms. Wagner that His Excellency has no power to authorise an arrangement between this Government and the Government of the Straits Settlements for his appointment to the post of Resident Commissioner under the latter Government. Whatever communication have been made to the Government of the Straits Settlements.
