• project whether it would not be expedient by way of securing them to give the three Overseers, — Watts, Baynes, and Calston, all getting $60 a month, their increments from the year after they joined the Department. Thus Watts, who joined in 1874, would get $76, Baynes, who joined in 1874, would get $68, and Calston, who joined in 1877, would get this on expiration of his first year's service.

I approve of the Acting Surveyor General's suggestions, but subject to the modification I have introduced, with the sanction of the Secretary of State, the principle of salaries increasing by annual increments in the case of Head Turnkey of the Hong Kong Gaol.
