Overseers with ten years' experience
will certainly be worth more to the Government than $100, as
compared with that of men

a few
years'
service at $60,
the increase upon
the $100, and
the scheme does not recommend itself.
At
this point I
may point out
that the climate and the exposure
which their work entails
makes
it highly improbable that
a large
proportion of
these Overseers will ever attain
10
years'
service dating from 1878.
I would however submit as an
amendment to Mr. Bowdler's
proposal
