I have examined the accompanying Ordinance entitled: "French Gulf Steamers Ordinance Continuation Ordinance, 1881." and am of opinion that it is an ordinance which is not contrary to the Governor's Instructions.

The object of this ordinance is to continue for another year the provision for securing to French mail steamers the status of paquebots-postes des Messageries Maritimes within the waters of this Colony.
