An Annamese official
was sent in charge of the students and placed them under their teacher some days ago

This morning, however, I have been informed by the Inspector
of Schools that he has received a visit from this Annamese official who has expressed himself dissatisfied with the teaching which the students are receiving
at the hands of their Chinese Master and has asked permission to transfer them to one of the Government Schools, where he expects that they
will make more rapid progress.

As the young men range in age from 18 to 26 years and do not understand a word of English, the Inspector of Schools, whom I have asked to give the Annamese Official assistance, considers it inexpedient for them to enter the Central School at once,
but would rather recommend them being placed in a Government Preparatory School where they can receive more individual attention.
