Sir Michael Hicks Beach's Circular Despatch of the 7th April 1880 have been somewhat misunderstood.

12. I have now however rectified the mistake by giving necessary orders for return to be sent at the commencements of every year containing the names of the officers, who are themselves about to avail themselves of the privilege of remitting the rates of their salaries, the amount which they are authorised to remit, the names and designations of the persons to whom the remittances are payable and the objects for which and the fixed periods at which such payments are made.

Any alterations or additions to this return will be notified to Her Majesty's Government.

I find no information has been sent during 1880 and 1881 of the officers who have obtained permission to remit, I therefore enclose a return giving the names of all those who have been granted permission by the Governor since the commencement...
