Ordinance 8 of 1876.

The omission of the provision authorizing the flogging of convicts returned for certain offences after return which was contained in sec. 11 of Ord. 8 of 1876.

The provision for punishing vagrancy by flogging.

He took away from the magistracy the power they had under Ordinance 8 of 1876 to award deportation as a judicial sentence and placing the discretionary power to order deportation in all such cases in the hands of the Governor.

The Ordinance 8 of 1876 retains for the Executive special power of banishing applicable to all cases for which deportation might have been ordered by judicial sentence or otherwise under 8 of 1876.
