in the Survey Department, which I have filled up by the appointment of Mr. William Goulboven, Gaol clerk, to that situation.

Mr Goulbown entered
the service in 1875 as
in Victoria Gaol and was
Turnkey

to a clerkship in July of the

year
This place in the
Gaol will be taken provisionally by Charles Lee, a 14th class Turnkey.
Mr Lee, on the other hand, bears
an excellent character
and is an educated man.
I thought it desirable
that the appointment of clerk in the Gaol should be held by
a man
who had already been
there, and accordingly did not appoint
a new man who
was unacquainted with the prisoners.
