I have laid a Copy of Colonel Crossman's Official letter before the Defence Committee, and from what I can ascertain they are prepared to recommend that the D.A.G. be entertained.
I may point out to Your Lordship that although the scheme offers great advantages to the Colony it was not with that idea that Colonel Grossman and myself started on it. It simply originated on grounds of defence.

It seemed to me that the Naval and Military Establishments being right on the water's edge in the centre of the Harbour were particularly exposed to the fire of enemy's ships coming from the Eastward or the Westward. Whereas if they were placed in a secluded corner like Causeway Bay and the adjacent Hills they would be protected from attack except at exceedingly long range from the Westward.
