In April of this year the Governor, with the sanction of the Major-General Commanding, was enabled to take advantage of the presence at this station of Major R. J. Palmer, Royal Engineer, an Officer of high scientific repute, and directed the Acting Surveyor General to confer with him respecting the Observatory which it has been proposed to establish in this Colony.

The result of these directions was a most valuable report from Major Palmer, printed copies of which I now enclose. This able and clear document shows that Major Palmer was well qualified to deal with the subject referred to him and he has treated it in an exhaustive manner.

The Acting Surveyor General entirely agrees with it and it was also met with approval from such a high authority as Lieutenant Commander Green of the United States' Ship "Palos" who is in command, as Your Lordship is...
