I had the papers in question and it may be well to explain how the Scheme originally began.
On the estimates for 1878, Sir Hennessy entered $5000 for a Time Ball in Victoria Harbour.
He was told in reply that until details were furnished of this, as of Other Public Works, no expenditure was to be incurred upon it.
No original proposal to hand.
$10,000? anything beyond this been appeared.

20360 is the reference referred to at the beginning of my minute, & which I could not minute this legibly (as I explained) not having any knowledge of the earlier correspondence.
I felt, however, obliged to ask for a large official reply.
