Thomsett, the Harbour Master addressed to Your Lordship. The Attorney General alludes in his report to the Minutes of Executive Council. I have therefore had an Extract made from those minutes and beg to enclose it herein.

A copy may say that the papers relating to the Glamis Castle were laid by the Governor before Legislative Council some time before the article referred to appeared in the Hongkong Telegraph. I therefore fail to see in what way the learned Attorney General makes out that this was a case in which the Governor's own conduct was involved.
