"The Captains Superintendent of Police and other officers whom I submitted to question, having expressed the opinion that the worn out hulk for the Water Police should be given up and a station built at Tsim Sha Tsui, part of British Kowloon which stretches into the harbour opposite the town of Victoria, I have requested the Surveyor General to prepare plans and estimates of this work for Your Lordship's consideration. Meanwhile I have taken a vote of $20,000 for it, though I fear that Mr Price's estimate will be higher."
Since then he called upon the Surveyor General for plans and estimates, and had the designs for new Water Police Station submitted to him, one to cost about $52,000 and the other $50,000.
The Governor submitted these plans to a board consisting of the Acting Surveyor General, Captain Superintendent of Police and five unofficial members of the Legislative Council.
