4. In my opinion before any more 1st and 2nd Class Inspectors should be grown, the time before which they should be entitled to pensions should be raised to at least 15 years by a regulation under Ordinance of 1869, for the higher the pay, the larger the pension, and the consequent inducement to draw the pension, in the hope that in England employment can be found.
